What Is an Off-Road Vehicle (ORV)?

Michigan law defines an ORV as any motor vehicle that can be operated cross-country (without benefit of a road or trail) over land, snow, and other natural terrain. This includes multi-track or multi-wheel vehicles; all-terrain vehicles (ATVs); motorcycles or related multi-wheel vehicles; amphibious machines (water-to-land and back); hovercrafts; and other vehicles that use mechanical power, including 2- or 4-wheel-drive vehicles that are highway registered but operated off highways or off roads.

ORV Safety Education Requirement

  • All ORV operators under 16 years old are required to possess a valid safety training certificate when operating an ORV.
  • To obtain a safety certificate, the operator must take an ORV safety education course and pass the certification exam.
  • The operator must carry the safety certificate on his or her person and present it upon demand of a law enforcement officer.

We offer seasonal ORV Safety Classes for children and adults. A Michigan ORV Safety Certificate will be issued upon successful completion. Students in attendance will need an ORV (ATV, cycle, quad, etc), helmet, and eyewear. Classes are held locally, or can be hosted at special events in other parts of the state.
